During WWII, the two prominent users of fascism were Adolf Hitler and Benito Mussolini. Through the Pact of Steel and other pacts that were signed, both of their countries were strengthened and thus the axis and ally powers were formed. The major axis powers were Germany, Japan, and Italy. The major allied powers were the USA, the UK, France, China and several others. So, in a way, fascist parties were the start of WWII.
